Oh dear. The fault in your question is that it suggests the virus was controlled. Nearly everyone has had it, that's not a great level of control in return for the level of suffering by many.
Making masks available was reasonable, forcing them was the overreach.
Lockdowns; never! Way too much damage. You can ask the Feds what happened during lockdown.
Travel restrictions created naive populations who suffered later when the virus finally hit. It's not ok to deny a human the right to return home. I'm still dealing with the fallout from this one.
Social distancing, my kid's school principal still bumps elbows instead of shaking hands while in a room with 300 people because he learnt virology from the people that brought us social distancing. Oh, brother.
