Sheep AND People. Get it! Sheep follow each other, and the portmanteau of 'sheeple' clearly shows that these are stupid people following each other.
Of course, it is not quite clear if conspiracy theorists are creating their own irony with this 'slur' but who needs to look at these things too deeply?
I think if we weren't 'herd' people, we wouldn't have evolved much past the swinging from trees bit, let alone speech, upright walking, larger brains, and all that other jazz.
Again, please don't apply logic to this. 'Sheep and People' = Sheeple. It's as clever as we get.
