The problem is it would go against human rights to make the vaccine mandatory and we would end up with riots and looters.
On the other side it takes a majority of people to be immunised for it to work. If there was an easy solution the pollies would or used it by now so it is up to us to make the vaccine effective. So in short we need to get as many people vaccinated without making it legally mandatory ( i am sure you guys are all over this and i am stating the obvious i just dont want to send the wrong message here).
I reckon the current Australian approach to vaccination is pretty good - you don't have to do it, but there are a lot of incentives to do so (free jabs, family tax benefits, public schooling/daycare requirement). It seems like a much better approach to provide positive incentive to do it and then people can opt out, rather than vice versa.
If your medicare levy reduced by 1% if you were fully vaccinated I am sure plenty of people would be jumping to do it (I mean they do anyway, its a false controversy, even in the US 95% of parents vaccinate their children for MMR), but if you feel strongly about it you can opt out - similar to private health insurance.
That said, I can see why people would be hesitant on the covid vaccine just based on the speed of its development. It was only a couple of years ago that the mechanism that caused birth defects from thalidomide was understood after 60 years. A new vaccine developed in under a year is fairly intimidating and there won't be a lot of evidence of its relative safety (on a large scale) until it has been in widespread use for a while.
Fortunately, here in WA there is an easy solution, we do not care for your so-called "human rights" and can literally hold you down and force you to have it, including ripping off your pants to jab you in the arse. Come on over, the water's warm!
