13-15 =Constant Curve/Flex top

19-21 = Flex Top/Super Flex Top
22+ = Super Flex Top

Yes, correct.

Except the Skinny Pro produced in Europe, the Ultimate (RDM) and the Optima (MDM) are produced in one of the finest carbon factory in Australia, one of the few that uses filament winding techniques, this give us the possibility to change the flex of the mast without decreasing the size of the side-walls.
Reducing the side wall equals in a reduced strength in the flexier part of the mast.. yeah that same section that breaks most of the times...

One of the advantage of filament winding is that masts are much stronger due to the consistent wall thickness along the whole length of the mast.

the pictures i've seen of the Ultimate do have the same tell-tale weave of the Slake/CST Composites masts; i suspect this is the factory of which you speak?

What exactly is your role in North Sails windsurfing?

Are you actually employed by the North Sails company in the core development team? What is your title? Or just an importer for what business and in what region?
