Ok, I guess I'm thinking of our local spot, Berkeley Ca, which can have a wind shadow of 0-3 knot breeze for 100 yards before getting 10 knot breezes going into 15-25 knot outside wind.
Kinda hard for wingers to get out and in without a long paddle.
A windfoil board is uphaulable, so can sail in 2knot breezes.
Even a 85 liter windsurf board can be slogged in 4 knot breezes.
And a 100 liter ws board can be slogged in 2mph breeze.
But a wing seems to need 5 knots breeze to fly.
