To reply to your top post with a possible explanation, I talk of SA road system, so I am not sure if it carries over to Vic ?
To get to A to B here (particularly rural driving) you must go for example: 50, 80, 90, 100, 50, 70, 90, 50 etc. Speed limit changes on our roads sometimes are poorly posted (behind trees and only one notification, damaged, missing signs) and these changes can sometimes occur for no apparent reason to the casual observer (ie: no change in road conditions or build up), but it is normally to do with council boundaries and "knee jerk" reactions by authorities when there is an accident on that section of road. There is also no consistency with municipal speed limits. Speed limits through townships can randomly range from 50 to 70. It is not uncommon to find yourself doing well over the limit because you were distracted by a hazard, a sign was blocked by a passing vehicle or tree etc and missed the speed limit posting. The only que you have (if you are not using some phone app) is copying other road users. I believe SAPOL take advantage of this confusion, and people give up and drive slowly. I have been living in Adelaide for 13 years and know this region very well. This "50-80-60-50 confusion" (as I like to call it) catches me out occasionally. So for tourists, new comers, and people with bad memory, I can understand them driving slow.
