There is an agreement in place that they won't tow it out. If they could they would, and make it someone else's problem.
It reminds me about the old days on Mainly beach. The drains used to pollute the bay so much after heavy rains. One trip over i was told they had fixed the problem. They simply extended the drain pipe further out to sea, making the pollution Cronulla's issue
