* Landgate legal sub-lease (magenta outline) SCALED / BEST FIT to building ground floor provided to the WAPC SPC.
* Obviously the 913 sqm sub lease does not contain the 940 sqm building envelope.
* On top of this, the building appears to have been re-sited CLOSER to the coastal hazard, and not within the legal sub-lease!
* The flood risk responsibility for buildings on crown land (not leased) rests with the responsible authority - City of Joondalup.
* The Crown Lease & sub-lease & commercial tenancy agreement should go back to WAPC SPC and the SAT for re-assessment.

* This view shows the PROPOSED HBC SITING indicated on the plans provided to the WAPC SPC.
* Note the proposed building site is CLOSER to the coastal hazard, the bushfire hazard and significantly outside the legal sub-lease!
Summary
* First image shows the building outlines don't match the legal sub-lease outline
* Second image shows the building area is greater than the legal sub-lease
* Third image shows the building proposed siting is significantly outside the legal sub-lease
* The HBC plans indicate a building significantly on public land

It appears that building plan updates, issued between the lodgment date and approval date have addressed at least some of the encroachment issues, as confirmed by "as built" photos.
