The agenda for the Council Meeting being held on 17 November 2020 will be published on the City's public website after 4.00pm on Friday 13 November 2020. If you are interested in attending the Council Meeting on Tuesday 17 November 2020, please register your interest to do so from 9.00am on Tuesday morning (we are unable to accept registrations earlier than this time) by either sending an email to council.questions@joondalup.wa.gov.au or phoning 9400 4313. This is also the process to follow if you would like to ask 2 questions at the meeting or make a 2 minute statement. Further information regarding public question time and public statement time can be found on the City's public website. The registration process is in place due to the seating restrictions in the Council Chamber the City has in place due to COVID-19. Great, theres already nowhere to park at times..

Thanks for the heads up on this WAcruizer , I recon it would be better placed at the dog beach, but council always knows best. Be a matter of time until they extend the dog beach again towards the building, then ban all the watersports on the beach.

I don't know where else to go in the area. It's depressing...

I'm confused. I want to build a nice house, can I just ask for a bit of beachside park like big business does?

This is a long game plan for the city. It has moved all the small easy sports away for the bigger picture. Horses first, paramotors and PG went. It will be kite surfers next. Parking will be the issue, there is no rome to add more.

Nothing to worry about - the "cafe/kiosk" is going to be built in Kingsley.

?????? - the same planner who proposed Windsurfers and kiters to carry an anchor and a bucket?

I agree Bails. Perhaps you can shed some light on how we can get CoJ to join in with our offers for constructive consultation?
* The 2013 EOI was framed around selecting the proponent for a "Cafe/Kiosk".
* The 2020/09 Local Public Notice was framed around a proposal to grant a land sub-lease. The lease terms necessitated a significant development within a 3 year timeframe, however the development was not a subject of this public consultation.
* FYI, the next step will require the development to be approved through state authorities (not CoJ) because it is on Crown Land.

I am a resident of Hillarys and a keen windsurfer. It has been brought to my attention that the City of Joondalup are considering putting a cafe kiosk at Pinaroo Point.

I regularly windsurf at Pinnaroo Point and note that during the summer months parking is already strained with the number of beach goers in the mornings followed by windsurfers, kiters and other water sports enthusiasts in the afternoons. There are literally hundreds of people who rely on this spot for our water sports and a large number of us fear that this development will firstly make access impossible and may ultimately lead to a ban on water sports in the area due to crowds and safety of swimmers and beach goers.

As a concerned resident and water sports enthusiast can you please advise how we get involved in the decision making process before it is too late and we lose a very important watersport community zone.


Response from the City of Joondalup
The City of Joondalup Council recently approved a sublease for an area of land north of the existing main car park at Pinnaroo Point, for the purposes of a new food and beverage facility.

There are no plans to remove kitesurfing, windsurfing or other water activities from the area to cater for the new proposal.

The building itself will be subject to the approval of a Development Application by the Western Australian Planning Commission. The Development Application process will likely take place in the new year and will address the operations of the facility, including car parking demand and traffic impacts.

The City will consider options for additional car parking at Pinnaroo Point to cater for any additional demand that may result if the development of the food and beverage facility proceeds.

Apparently they are building a "replacement playground" - not that there is a playground there to replace.
Should be over in June.

I wonder if they will put a water tap there. Only thing missing at the north end.

Play ground close to the pub. Handy.

...In regards to the playspace and as confirmed through previous conversations the location of the new playspace will not interfere with the beach path access from the parkThe City is able to truncate the dune fencing at the entrance to the two dune access paths to improve visibility.With the removal of the existing playspace the area will be grassed and be able to be used for recreation purposes. (rigging etc)The proposed caf? development at Pinnaroo Point will have internal toilet facilities however it is envisaged that they will only be available for its patrons. The existing public toilets and changeroom will be retained at its existing location.The City is currently in the detailed design phase of the Pinnaroo Point Parking Improvements project which will include reconfiguring the existing carpark layout to 90 degree bays to maximise the number of bays available and upgrading the existing disabled bays at the south-western corner of the carpark to the current standards. This will include your suggestion of removing the unnecessary connector road and returning it to parkland.The City will review the existing gate access to the beach. It does not support a heavy chain gate but will look at redesigning the gate to make it lower to facilitate carry objects over it. The single file access will remain.The fencing works will be completed in September with car park works to take place prior to the end of the financial year. Regards
