There's the Williamstown Crew with up to 5-6 sailors. Probably the only spot in Vic that has no kites but plenty of reef to smash into if you get it wrong.
Variety of options - bay wave, speed etc dependent on location all within a few k's of each other.

Same for Western Vic. (Portland). About 8 windsurfers, 1 kiter that I still haven't been out on the same day with. Warrnambool have a few windsurfers too.
