insurance is no longer 24/7 and hasn't been for a few years now. the insurance covers you at an event organised by an awa affiliated club. like bayside, wanderers, wave club or any of the other interstate clubs affiliated with the awa.
other than insurance at the event the policy enables clubs to hold events. without the insurance MSQ will not provide an approval to hold a competitive event within qld waters. this is the same throughout Australia.
social events I believe do not need msq approvals but may need council approvals depending on council and local msq office. this is the stuff that gets organised behind the scenes by windsurfing club executives. no-one really knows it's being done until they get the job.
as soon as you have a "course" technically speaking that would need msq approval to hold an "event". that includes safety plans, boats, NOR etc. of course it's entirely up to the organiser if they feel they need to apply or not. it's their call. it is viewed by some that it's not worth the risk in case of injury to a windsurfer or a person from the general public.
going on a forum and announcing an "event" would make a person the "organiser".
if a couple of mates wanted to throw some buoys in the water and have a blast then it's hard to think that's an event. I suspect it becomes an event once you are publicly encouraging people to join in.

I thought the benefit of being a member of a club was Liability Coverage even when not at an event? Otherwise those of us not competing in (for example) Bayside Racing means there is no point joining Bayside Sailboard Club. This would only discourage people from being a member of a club (paying the yearly fee) so not sure this sounds correct.
It's not like this for NKA (National Karting Association) as once you are a member you have insurance at any track you attend. The only difference is it's a race track so I guess it's not like social windsurfing wherever you want?
Can someone clarify this??????
If we are social windsurfing back and forth chasing each other what is the difference between this and going around set markers?
