No. The water is at least half a meter deep in most of the lake. Where it is a bit shallower it is actually slower because your fin drags on the weed.
However, it is an advantage to sail on such flat water!

Someone spent many thousands of dollars digging a canal in France to achieve flat water. They should have just planted some weed! Ask the dutch guys about how the weed in Strand Horst keeps the water flat!
