No, while the mix is fluid it is fine to use. Makes doing repairs easy and with very little waste. I do one mix at the start and use the same mix over a few days. I only mix small amounts, 20-30ml, this means it freezes quickly and halts the reaction.

Pre preg is just mixed adhesive applied to glass or carbon then frozen to halt the reaction.
