And I would treat the screws and inserts with Boeshield T-9 on a regular basis, it leaves a coat of hard wax over the anti corrosion chemicals, can spray into a condiment cup and use a Q-tip to apply (uses a lot less versus spraying), but I think you can also buy it in a regular bottle too.
I would not do what you are suggesting in a million years but I have a question about you suggested procedure: If rustoleoum enamel cures in 24 hours (per its brochure) , why let it cure for 7 days? Why do you care about off gassing? Paints can off gas for years and that is mainly a health concern as far as I know.
asking because I have seen you post about let other things cure for several days to off gas as well.
