I own both the V1 and V2 14ft Bullets, both in SCC. The V2 is faster in all the conditions you mentioned except in big, steep DW conditions. The V2 is also more technical to get the best out of in short period DW.
But I don't think the difference is particularly big. In fact, it is surprising how similar the overall feel of the boards are in most conditions considering that they are completely different, excepting that they are similar lengths (the V2 is slightly longer), widths and weights.
I have a DW course we paddle a lot that has a 1.5mile cross-wind flat section in the middle of it, and never gets that big, and the V2 has been perfect for that. But when it's bigger in the sea with short period stuff, I think I'd mostly rather use the V1. So your decision has to be based on your conditions, I think.
