Unlikely... dogs are a lot harder to upset than most kiters I know.... this thread is evidence of that

It is very simple,

If the owner can't control their dog's actions - then the dog should never be off leash,

otherwise the owner should be personally liable for the dog's action.

Dogs are like kites any cockhead can get one and that small percentage cause grief for the rest.
