You pretty much solved the problem. You are right !
Sending those items onto somebody else territory without their permission should be strictly forbidden.

Lets imagine such hypothetical scenario:

There is small country that declared to the UN that have NO enemies, territorial claims or disputes
then give up ALL MILITARY EQUPMENY AND PERSONEL
in exchange of United Nation
SAFETY GUARANTIES

that no one is allowed to attack or intrude this country.

United Nation consider carefully application
and sign commitment to provide security,
if no objections are made from any UN members nation.

Now , if somebody is going to invade or intrude this country

needs to fight United Nation Peace Force Enforcement -

provided by all participants from whole world .


But there is one more trick
before it could ever happen


United Nation need to move their headquarter to safe neutral land.
Any small Island nation could that could provide un obstructed access to all nation ions on Earth,
by sea and air or land.
