Generally you are right. Rules (law) are created to improve life quality, organize things....
That is in theory. In practice this rules are created in such poor way that they exclude each other/ contradict them self.

After a week possibly you will qualify for light detention for repeating offences.The moral for the history is that if poor actor has a chance to brings dogs legally, no hassle, just simple administration procedures , fees , done.

Lorikeet -just happen to be native bird here, was almost impossible to import here . After spending 3 months waiting for quarantine and thousand of dollars on procedures I finally gave up. Not feasible.The point is that Red Tape undercover as official law is just a cover for negligence in creating proper law for all people to obey.
Beside that all parody of justice just show how hollow our law enforcement security system is. The guy was able to smuggle dogs , crossing our borders, but what about stash of illegal drugs he could carry in the language same time ? Where were border control officers? Or private jet don't need any control ? Even worse....
