Absolutely will work and if the wind is less just go bigger foil. I started my parawing journey with a 2.9m and my wing board 48L but used a pump foil spitfire 1180. Board was way too small but the combo worked way better than expected. Going up in board size meant I could go down in foil size. With the inclusion of the 4m I have even more options. I thoroughly recommend big pump foil for learning with everything g else on the small side. But I'm sure other combinations work too and it'll depend on each individuals strengths.
Agree in general but there is a limit. If you cant get the board to the surface you will never get on foil. In 10-15 range of wind you really will have trouble with a PW having enough lift to get you to the surface even with a large pump foil.
With a neg vol board I have had success using the wing to get moving on my belly and then do a pop up. This helps get a smaller board going sooner
