We had the lousiest windsurfing summer last year. But the best Wingdinging summer. Heaps of seabreezes 10-15 knots. Southerly or SE direction. Very often 12 knots max.
Nobody is into keeping secrets down here.

River has heaps of locations in a seabreeze. Bellerieve, Tranmere (eastern shore) are good when it's southerly/SW. Nutgrove, Taroona (western shore) good in Southerly or SE. The river has a lot of current at times. It also has a lot of concrete walls on the waterfront. This means you often get VERY confused swell/chop making foiling quite difficult at times. You can get some great swells forming on the river so you can hike upwind and then surf them back downwind.
There's also Cremorne Lagoon which is really good in a southerly when the tide is in. It's super sheltered water. There are a lot of weed beds which will require you use a short mast or foil when it's high tide.
In an easterly we go to Dorans Rd just west of Lauderdale. Offshore wind makes the water surface great.
If it really turns it on for a big southerly swell and some moderate southerly wind, then Cremorne front beach can be fantastic. If the points are on and there's a bit of cross/cross off wind then you can have a ball down there.
