I'm new to foiling.
I use a Axis HPS 980 and find it easily gets to 15knots (28km/h) and the I don't feel confident pushing it faster.
Have changed from a 400mm rear wing to a 400mm High aspect rear wing. But maximum speed has not yet increased. (still testing)
The 400mm rear wing with no shim had a speed dependent front foot pressure that increased as the board went faster.
The 400mm HA has no speed dependent front foot pressure and the foil is now at front of track and even drilled out the threaded holes to move foil further forward. Board feels balanced, loose and easily gets to 15knots, but have not managed to go faster, as I feel 15knots is the speed limit/ skill limit.
When shimming what feel are you looking for?
Should you be aiming to shim to eliminate speed dependent front foot pressure, or to reduce it to a small amount?
Currently I have none and I suspect I would benefit by having a little bit more... will try a thin shim next sail.
Will get a smaller front foil eventually. But loving the HSP 980 goes up wind and down wind like a formula board...
Also suspect a smaller foil will just go faster and hit a new limit, have to get use to not focusing on speed but playing on waves which I think wing foiling is all about...
I am also more interested in the general playfulness of the wingfoil and not the max speed.
As for shims/stabs i ride a Takuma Kujira and they are on the front footed side.Recently i have chopped the stab to 31cm span and it has become super surfy ,even in ridiculous chop it turns with such zip and exit speed.I have not measured a speed run yet.Front foot pressure is reduced but still there,which i like.
I have ridden Armstrong HS and they were very neutral ,even backfooted,at all speeds.
I prefer increasing front foot pressure because it "tells" how fast i am going just by feel.Kind of personal taste.
I have done 18kt on the Kujira 1210cm2 so your Axis 980 should get up to that (in very flat water!!!) no poblem,just give it time for you to get in tune with the foil and can anticipate the pitch corrections without overdoing.

I think most riders go to smaller stabs,shorter fuses and less down angle shims as they get better overall and more used to their foil.
Stabs are a bit like a "training wheel", they tame the front wing making it less responsive in pitch at the cost of drag ,front foot pressure and playfulness.
PS: When i say that foils have a speed limited by surface+rider weight(wing loading) i am talking about our typical modern med HA ,med thin section foils with some twist.
Foil design can change in span,chord ,thickness,camber,curve,sweep,twist etc...at every section of the foil so a dedicated speed foil design can be way faster than what we ride.
There recently was a guy on Insta who hit 30kt (!!) but i cannot remember who or what gear.
