Just curious , having seen many ads for used wings that say something like "few repairs...does not affect performance". Does a professional repair really mean a wing will perform the same as before.

A professional repair with the same canopy or leading edge material will be perfectly fine. In fact, it's likely to be stronger. It's more of an aesthetic issue.

The biggest issue with second hand wings that I can see is the amount of stretch in the canopy for some of the cheaper brands. Having said that, unless you are racing, a "blown out" wind wing's performance isn't going to be massively compromised for the level that many are riding at, especially for a beginner.

You'll probably see more degradation in performance from use, and so far I've found bagging out looks worse than it is. Also ask who did the repair and 'professional' doesn't just mean they bought their mate who's handy with a needle a beer.
Some wings have fancy, new and expensive materials, and would check if repaired with same.
