Looking at GPSTC seems Melville or Safety bay are the go in and around PER. Will there be plenty to share the water with at either location?

Yep, rig at Carlilse st boat ramp or the pond if sailing safety bay. Theres a regular local crew down there.
Rig at mellvile beach rd carpark if sailing melville. Plenty of people sailing there on a windy day
safety bay has a variety of sailing conditions to choose from, open ocean conditions/slightly choppy blasting conditions and flat water. Melville is flat but gusty. As usual ask a local where to sail/where not to sail, especially melville. Theres a few shallow spots to look out for.
edit: theres also pelican point which is reasonably close to the city. You can do an upwinder/downwinder to melville and back if youre into that sorta thing. Choppy conditions on a saturday/sunday with the boat traffic on melville waters.
