It usually is but if there is swell and it's from the right angle it can be tricky. Rule of thumb; if people are surfing, there might be waves

Besides the beautiful aquamarine water, the thing that makes Port Beach such a great spot is that the swells seem to line up into big long troughs a lot more than at other spots along the coast. My best guess is that it's because the sea floor is very flat there. It means you can still go pretty quick even though you're out in 1-2 metre swells. A few guys have done 30 knot nautical miles, which is not what you'd call hanging around when in open water.
