The old Starboard Fish use to use FCS plugs for the fins. But the side fins use in these boards were very small. The main problem is that the force on the fins from a windsurfing are huge compared to a surfboard. So two things can happen either the plugs roll in the foam, this happens in surf boards if the plugs are not glassed into the deck so to do this on a windsurfing you would require to rout out a deep hole depending on the thinkness of the board, secondly the tabs on the fins can snap of due to the side way force.
So yes they can be used if installed proply and if you was the stronger glass FCS fins than the plastic ones.

My Bombora trifin had the same problems at over 35kn.
As soon as you hit 35kn the side fins were generating too much lift and the boxes rolled inwards.

yep you need to get the stronger (expensive) glass ones. i use fcs on my stoney thruster and seem have snapped a few from spinout or aggressive cutbacks.
