Thrusters with around 80/20 side fins are the go.
Been using this setup since late 90's thanks to genius shaper Marty Littlewood from delta designs.
He is no longer making sailboards but I have a couple of his fin sets left and have used them in a few different boards lately with good results.
80/20 side fins can handle a lot higher speed before cavitating compared to no inner foiled fins,
found this set up work great in lighter winds cross to cross off, you can generate and maintain more speed with every turn
on the wave just like surfing and point better than anything.
So for under 15kts I use thrusters & twins or quads for anything else.
Work great in my Black Box 107 in light cross to cross off and use the upright twin/trailer fin it came with for on shore conditions.
