I took out a 99 Thruster on Friday and first thought it was more like an 90 liter board as well. BUT after actually reading the little booklet that came with board I realised that I probably had the straps mounted to far back.
I think they have made the tail of thruster quite tin to give it the feeling of a smaller board. Most of the volume seems to be around the mast base or perhaps just in front. As a result I think the board will be much better balanced if the straps are mounted further forward than you would on "older boards".
I am hoping to test out that theory tomorrow morning... will return with a full write-up.
However, based on the 30 minutes I got with the board the other day in 10 to 35 knts with a 5.4 I would say I so far pretty blown away by it. I didn't think a 99 liter board could have such a big range. As I said, I'll hope to confirm this over the next couple of days.
