Agree with all the other comments, some additional ideas:
1-ANY SPOTS OR WINDSURF CLUBS CLOSE TO RESERVOIR AND WHAT ARE THE USUAL SWELL AND WIND CONDITIONS ? As said the bay is to the south of Melbourne, we have spots that you can sail with all directions, most people have to drive to the beach anyway. Predominantely SW seabreazes in summer around 20knts, occasional W or E and on some hot summer days strong N up to 30 knts. Winter mostly northerly directions. It depends where you go, add 30 minutes for some spots. We have windwaves in the bay similar to the mediterranian sea. I have sailed in Vasiliki, that was fun

, the ocean (another 1.5 hrs drive) provides plenty of swell, but the waves can be massive, some good spots for easterlies and also possibly the best speedsailing strip in the world "Sandy Point' two hours south east from Melbourne.
2-SHARKS AND SHARK ATTACKS ? Don't fall in

...seriously I haven't heard of attacks to windsurfers, but sharks are there, especially in the ocean. More likely to be bitten by snakes and spiders.

3-IS IT WORTH BRINGING MY STAFF(2009-2010 KIT) THERE OR SELL THEM ALL AND BUY OTHER THERE ? Depends how much you have and love it, and how long are you going to stay (ie permanently?). I brought a 20ft container over for $6000 with all my household 15 years ago, there could be shared arrangements, would check with a shipping company, don't forget insurance and likely it would have to go through fumigation.
4-ANYONE KNOWS HOW MUCH IT WOULD COST TO BRING ALL THAT THERE ? See above, it took 6 weeks for my container to arrive. I can imagine you can ship it all over for a few hundred dollars.
5-HOW LONG DOES IT TAKE TO GET TO THE SURFING SPOTS AND HOW CLOSE YOU PARK TO THE BEACH ? see above 1
