I've done a bit more searching on the web.
The whole thing has come about because PIRSA has a requirement to plant 500,000 trees along the shoreline of Lake Alexandrina before the end of June 2011.
The Goolwa to Wellington Local Action Planning Group has recieved a funding Grant (presumably from PIRSA) to plant trees on the Boggy Lake reserve.
This has prompted the council to develop a 'vision' for the reserve, which includes re-zoning the land to a 'flora and fauna' park. Fortunately for us it also includes 'public access to the waterfront' and to 'support and promote recreational and sporting facilities and events'.

That's a ship load of trees though.
