Is it fair ? We suppose to live in this same territory (or rather state)

Or we could just organize 1 week trip North ? Charter a plane or bus ?

Have a look at this, you may want to consider a large volume board and sail to scratsh the itch...

I bought specifically big sails for times like that: Gaastra 9.8 and even Point 7 12.5 m2 but still have problem to get cheap secondhand booms for it.
Nothing on SB at sizes 260 -300
Anyway what could be min board size for 12.5 m
If my 130 liter will be enough to carry it ? including 80kg of me

Try Padi at Surf Connect for a boom. I bought a Chinook Aluminium Formula boom off him for under $300

Just go to Surf FX and get Severne ALU Race 250-270 for $300 or so. It's as stiff as carbon one.

It's said it's not so much about the board volume but the width. I've read that 85+ cm wide board is needed for very light wind. Formula is 100 so anything between would do. You can read the "Gear Review" forum about JP Super Light Wind 90 and 92. There's a nice video too.
