E plates are a voluntary thing that Elderly drivers display, like P plates and L plates.
Indicates that the driver is Elderly which is why they are taking so long to negotiate a roundabout or back into a parking space, and reminds you to give them a wide berth.

EDIT:
After further research, It seems the E plates are actually meant to be displayed if you are driving on an Extraordinary licence, i.e. one of those permits which lets you drive to work and back etc.
