Unfortunately, there is no reliable way to validate that top speed.
I ran the file in GPS-Results and you can see two things.
1. That particular run is completely out of character with the rest. That alone does not mean it was wrong, but it does increase suspicion a lot.
2. There is a major error a few seconds before this 2 sec, and again, that suggests that this result could have been an error of a similar kind.
Given that your device/phone may be non-Doppler and has very little other data for validation, it is very hard to tell for sure, but on the balance of probabilities, I would be very suspicious that this peak was not a real speed, but possibly an old fashioned trackpoint 'spike'.
