St Marie de la mer. Some guys used to do speed there (Master of Speed), before they realised they don't really need to windsurf with temperature so close to 0C, and with only two or three shots at the title per 6 months waiting period.
The wind (named mistral) quite often gets over 40kt there, thought you'd only get 50-60kt a handful of time per year. And it's a cold wind (comes from the Alpes). Even without that, temperatures would be in the 2-7C range at best during winter.
This 14yo older brother is still the U21 and U18 WSSRC record holder with 42,71kt, which he did in 2008 on this same canal during the MOS (the day Albeau did 47.69). Both brothers are/were pretty oversized for their age: 1.95-2.00m and 90+kg.
