I suspect B*&^% all, but I'm assured it does have an effect. The reasoning goes that the bottom hole allows the upper half of the sail to twist off more. But if you draw 2 lines to the tip, 1 from each hole, there doesn't seem to be much difference.
Try it and see, I've now got a sail with those 2 holes so first strong wind day, I'm going to try it.
I agree with decrepit. In theory the lower hole should allow for a looser leach but I think only if the sheeting angle is changed as in the headsail on a sailboat (equivalent to moving the cars aft). With a windsurfer boom the sheeting angle will pull the leach tighter on the lower hole cf the upper hole so that you would use the lower for light wind setting. But you can make a bigger change to sheeting angle by adjusting boom height. I always just use the upper hole and use downhaul and outhaul for tuning.
