Yeah its a hard one. A variable speed buffer/polisher with a foam pad and about 80 to 120gr on it would be safest (that's what I use for the first hard cut back on a hotcoat that's a bit bumpy so its safe on one thick coat of epoxy)
But don;t get it too hot, move lots or wet sand
You don';t have to remove all the epoxy though, just the roughness (?)
Good advice worked really well was able to strip the epoxy coating entirely in a controlled fashion with the buffer and foam pad in 2 hrs then wet and dry orbital sand and its pretty much ready to start painting
