Omaezaki is godforsaken this time of the year (unless you hit a Typhoon).
I would recommend Mie, where as per today they've had 12 days in a row with wind after 13:00 or so. 18-22 knots so not really good if want to do wave surfing.
Biwako as they is a good option but this year is being extremely ****ty.
