Get a stainless nut of the right thread for a modern base (is it M8??) welded into the top of a stainless tube about 20 - 40mm dia.
You can get the nut, you cna get the offcut of stanless pipe..... so to get a welder who can MiG or TIG stainless for 10 sec it will probably be free.
drill a few holes or groove the tube really good, and do the same to the inside of that black bit in your pics (where the mast base inserts). Sandpaper the bejeezus out of everything with about 60 - 80.
Clean well with acetone, ispropyl acohol, whatever. Just get it damn clean.
Glue the tube in (without getting stuff in the nut of course) with
*(1) first choice - Devcon 10110. Maybe called "Devcon Epoxy steel putty" in smaller tubes. Any other Devcon is same as Araldite - thay make a lot oif different products - so take note of the above)
or
*(2) second choice JB Weld. Harder to find, near enough same stuff.
*(3) third choice maybeeee Araldite or maybe West resins mixed with aluminiumdust etc. only if you ca get all that for free, it is not cheap to buy.
do not try the Loctite-made alternatives as they are 5min (more like 2min) versions and you will not have any luck.
If any gluing you do can incorporate the spring steel clips that run laterally thru the top, it will not come free.
Voila! - one new base easily screwed into one old board, for $30.
