If the sail is 190 Boom, would you buy a 190 long boom or 200 to allow for out haul.

If the sail is 190 boom measurement then that's the medium + or minus 1 to 2 cm 200cm is way too much outhaul and your sail will perform badly. A boom that's 180cm at its smallest would be best

Booms are usually adjustable within a range. Ie 140-190, 160-220. You set the boom to the length listed on the sail then adjust if needed.

Best to buy a boom a little longer so it's not on it's maximum extension. IE if your most used sail is 190 then get a 200 boom so it's not too stressed all the time. Also you might want to buy a slightly bigger sail at some point. My medium boom is 160 - 210.
I do have a smaller boom for my wave sails that's 140 - 190.
Also some sails are slightly out on their measurements so the sail may actually be 192.

Yes the boom must be longer, as others said it will quite likely need 191 or 192 at some point, and if its not same brand as sail and mast it can vary by a cm or two in actual measurement.

Then strength for sure, don't use anything at maximum extensions if you can avoid it

I read somewhere that your boom should not be extended more than 1/3 of the tail extension (20 cm), now that sounds on the short side but it will make for a stiffer boom especially with an aluminum boom. However, I do use my carbon 160-220 boom out to ~200 with my 8.0 sail and it works fine for my recreational purposes in very light winds.
