This one was cracking across the deck. Digging in I found impact damage completely hidden by the (oddly) flexible paint on top. The crack started out across the deck from this point.

The crack went all the way through the glass and all the way through the PVC below. The styro was unaffected but the incredibly thin layer of glass between the styro and pvc is very fragile. It's a bit wet in there too so I'm letting it dry out for a few weeks.

The repair plan is to put in a layer of glass in the bottom of the now cleaned out area followed by 3mm Corecell. Then some layers of glass over the top radiating out over the surrounding deck in the normal way.

The main question is would it be worth stretching the final layer of glass over the corresponding area on the other side of the deck to make the area of reinforcement symmetrical?

That paint sounds like a real trap, nothing worse that an invisible hole.

I don't think you need to worry about symmetry, the problem with repairs is creating strong or weak points across the board. This can throw all the flexing to one point, that will eventually give way.
