Where is 25 to 40 kts ?
A proper 30 kts is over my head and in damage control . Sail is under 15 min and crying for mamma.
You must live in a wind tunnel.

Multi fin board with v would be my choice.

I should add that I am a very average intermediate . Waterstarting okay but gybes need work. I've been on a Starboard Atomiq 114 but find it difficult to hold down in the chop.

the atomiq is a wide style board so will start to bounce around in rougher waters. the boards i listed above are narrower more wave focused boards but still fast. they have inboard straps for easier use, multi fins for added control and V for chop and carving. less early planing and more control focus.

Exocet Cross. They do 84l as well, same design parameters as my 94l (edit, just seen you say you are very average intermediate so wouldn't recommend the 84l as next size down from your other board) . The dual density footpads really do soak up the impact from the chop even with a full carbon board. I use my 94 with 6.5m down to 4.5m. I wouldn't want the smaller board in Poole Harbour UK as it can be gusty and the extra volume is useful. I'm 78-80kg.
If you can get them in NZ, the 2019 are being discounted as the 2020 version is out.

I stayed in Wellington (Plimmerton) for a while when I was there. Lyall Bay in a Southerly was one of my favourite places, fun and safe. Some of those breaks up in Taranaki were a bit full on and rocky.

The 3 guys and girl out the same day here were on Fanatic Freewave 85/95l. 2 of them have changed their stubby version for the latest more conventional shaped boards as they said the Freewave Stubby was a bit bouncy in chop. The Exocet is still faster as it doesn't have 3 fins or a shape to use in waves, no tail rocker. You can still use it in waves, but it wont turn as tight. It would still be good for B&J at Plimmerton though.

4.2m sail on 370cm mast will be my priority.82L board.
The rest doesn't really matter as the point is to survive at +40+nobody even try to convert this wind into speed on the chop.but keep sailing to the nearest beach start, shallow without falling off is quite a fun and possible.

What gesalt said. Just about anything freestyle wave and small will be fun rather than freaky. Personally im not a fan of going out in Anything much over 30+ knts.

Got a job i need to go to every monday. Can't really do it on a hospital bed.

I've got an older fanatic freewave 105, and while it can take a 4.5 sail, it definitely becomes a handful in high winds, so I never really use this board with anything smaller than 5.3.

BODY WEIGHT .most important.
You can uphaul and slog 20 liters over your weight.
At 75kg, add a sometimes wet 4/3 wetsuit..up to 8 lbs., a 85 liter board is workable.
Now if you're 200 kgs., apply more board.

Have a look at the WindTech 57 Silver Bullet as an option. It's the motocross version of their Silver Bullet range. Plenty of reviews on the website. I travelled to Spain (Tarifa) from Perth last year with one of these and sailed in 20-35kt conditions for 2 weeks. I'm a 95kg sailor and this board is in its element in hectic conditions such as Tarifa. Was running anywhere from a 3.8m up to 5.5 sail size with 28cm pointer fin while there and had a ball. Dimensions are Length: 253cm | Width: 57cm | Volume: 90L.

At my 100kg I am using my 95/102liter boards down to 4.2 sometimes even 3.7. If it is howling and choppy my 80l wave board is the choice. I do not fly over but through the chop. So it really depends on your water state:
Nice flat or ocean water look for something 95l multi-fin, larger V and softer construction(flex).
Flatwater chaos go even smaller.
Any wind inconsistency/slogging go for the bigger one. Even waterstarting at -20l boards is hard.

Definitely 95lt at your weight.

Dyno 95 would be perfect - lots of V up front which is great in chop. I use Dyno in 85 and 105 for 90% of my sailing, but am around 78kg.

Lots of opinions on here. Id recommend a fanatic blast 100L a little bigger than many others recommended so far, but honestly the best all round board I'v ever had the pleasure of riding. I sail my blast with a fairly low powered 4.5 wave (NP Fusion) sail for the hook in and hold on days (few and far between in Sydney) and it is an awesome combination in chop bump n jump type conditions. It will also handle my 7.5 free ride (NP Blast) or 7.2 Cambered rig (NP h2) so very broad range of windspeed. It is easy enough to up haul on this board it gybes well it tacks well and is super quick to get on the plane. You defiantly need to match the fin with your rig size to get it dialled in for max comfort and speed, but if it does occasionally spin out its very easy to slap it back into gear. Whilst defiantly not quite as fast as say a falcon (slalom) it feels fast and I've pushed mine to 34 knots (2sec peek) so not too shabby. It will make you feel and look like a better sailor than you are! Your weight is similar to mine so I feel my experience would be similar to yours. I love sailing in honking conditions 25 knots +++ is my fun area Im from Ireland and like NZ it blows hard! I genuinely believe there are lots of people who have never got the hang of screaming round when its 25knots+ here in Australia because it so seldom is that windy on the east coast. Most of my mates only sail between about 15 to 20 knots and have rigs and kit to match 100L board min and 7-8M sails. Your admission that you are an "average intermediate" seems to be over looked by many here and some of the quite small boards and wave orientated ones recommended may prove far too hard to get the best out of for you. Quads Twinzers or Thrusters are only an advantage if carving waves but in chop or flat water they do nothing but slow down early plaining. At least try to get a demo on one I'll wager you'll love it.

It may be worth considering tri fin boards can be used in single fin and tri fin mode which makes them able to handle a very broad range of conditions and wind strengths and uses.

I agree with Gesalt..a fast FSW board is the go. Also as Kato suggested have a look at CarbonArt and support your local brand. The freewave looks just the ticket for you in my opinion.

I'm another kiwi and have been to Wellington years ago for racing spots like Eastbourne, Lyall Bay, Evans Bay.
Never sailed Plimmerton, and as I became a better wave sailor there was no point going past Taranaki.
When it blows its windy, the first year I raced there I got schooled in high wind sailing

I think at your weight a 105 liter will be ok to start with but you will find yourself eventually getting a smaller board then go 95.
As you keep progressing, ultimately when its nuking a 85 liter will be best size.
You will find smaller boards on Trade Me quite cheap.

Starboard Kode. I'm 63-65 kgs and have an 85 litre which is perfect for light and up to 30 kts for me. They just barge through chop and gybes.

Just to add something else into the mix, is it also worth looking at something like a Fox? - All the reviews talk about its ability to handle chop well - or will a Freewave type board be more versatile?

At 25+ kts then definitely freewave rather than freemove/freerace. Lots to choose from: SB Kode, JP FSW, Fanatic Freewave to name a few. At 85kg, 95lt is good

If you sail in conditions and depths as in the Silver Bullet video get a kite otherwise it's going to be as boring as in this video..
