I've got a slalom board that only has a sand deck.

I'd like to glue footpads on with the option of being able to remove them without wrecking the deck. Any thoughts on what to use?

Define: 'wreck the deck"

The best way to apply grip pads is to sand the rough gritty grip off in the areas to be gripped, and use contact glue (Think 'Quick Grip', but there are very much cheaper and just as effective options)

Removing the grip pads won't 'wreck' the deck, but you will have to clean off the residual glue and re- grip with a grit surface again.

So the original deck has graphics and rough grip, ideally want to mount footpads on it, then be able to remove it later, to take it back to the original look. So no sanding, permanent glue, screws etc.

Don't think that anything that meets the "stick" requirement , will peel off easily, in fact they are a pita to remove.
and always leave adhesive to clean up.

Agreed - the criteria you seek are all mutually exclusive.
Its gonna be stuck properly, or removable. Not both

However, done with a contact adhesive on a nice smooth fibreglass it would be removable with solvents later. Still that means making it flat first
