I recently purchased a Kode 86 which came with the thruster fins, but with blanking-plugs already in the board.
I haven't had any luck getting them out - anyone have any suggestions?

You could probably get away with just hose jammed in one hole and finger over the other it won't take much

Undo screws fully then give a blunt screwdriver a knock down at the front of the blank the other end should pop straight up. The blanks aren't square but curved in the box so will just rotate out at one end.

Perhaps call the people who sold it to you and ask them. If they can't provide the answer then return it to the place of purchase and ask them to repair or replace. It sounds to me like the product is defective. Any action taken that to remedy the defect will likely void any warranty or at least the express one they provide.

Wot Foghorn said. Or use a flat faced punch, protecting the blank with a thin strip of metal, tapping gently.

I am presuming he got it secondhand and it is just a combination of a tapered plug and salt / sand.
