It's a rare 'pirates of the caribbean' limited edition Davy jones special.
Tape some bubble wrap to it & and bung it on eBay And sell it as ' new, still in plastic' !

Looks like a slotted, anti-spinout, Multifins fin from the ninetees. So she would have underwater for probably over 15 years.
