Foiling is about balancing all the forces. Lift of the foil, mast foot pressure and front/back foot pressure mostly, so the straps if you use them and the mast track need to be in the optimal spot to be able to foil in light wind and make flying gybes.
The tracks allow you to change your foil position and keep your straps universal in the same place. Mostly this is not necessary once things are set up unless you switch front wings.
If you don't have tracks people shim their stabilizer to adjust where the center of lift of the foil is relative to your universal and foot
Pros of tracks: allows better optimization of center of lift position. Easier to have a full central back strap
Cons of tracks: have to remember where you put your foil mast last time you sailed that foil, bit more time connecting everything but easier than tuttle if you have center back strap. Need to be careful they bolts don't vibrate loose
I have used both track and tuttle and prefer the track
I think for big racing gear tuttle is mandatory
