Why not forget about race foils, which are all about speed/angles - lots of less $$$ options out there with bigger front wing etc designed for max lift and min sail size in your light winds (sub 12)
In the lake where I do most of my sailing the people who get the most foil time in light wind are the ones with race foils, formula boards, and big high aspect ratio sails (9m and up).
In light winds, even with my infinity 84 and formula board, I prefer to have a big sail because it just works better, that is, more fly time. For example, some people might be with a 7 m sail and an infinity 76 (20 pounds lighter than me) and they might be foiling 60% of the time; in that same scenario, I prefer to use my 8.2 because I can foil more than them, maybe 75% of the time. Maybe they might have more fun while up because handling a smaller sail is definitely easier but when I talk about light, crappy wind, I just want to maximize foil time and get decent speed.
the other thing is when the wind is light, the water is totally flat so I don't see the benefit of a low aspect ratio foil to carve (or maybe I don't care about it in very light wind).
Lastly, the iqfoil youth with the 1000 wing (instead of the 900 wing) is 1700 US dollars with taxes and shipping included, and I don't think there are that many ultra light wind foils out there (with two fuselages) for that price; if I have warranty issues the windsurf store I would be buying it from is 3.5 hours away from my house (I don't need to deal with international shipments and weeks of wait), and if I decide I want something else I will not have a lot of issues selling it (same with slingshot, at least where I live).
I think my perfect quiver would be a performance kit for light winds where I can just point upwind and go places (with one sail if possible) and then a 105l wizard with an infinity 76 for windier days where I want a more playful kit.
