I was on this kind of gear this past weekend in 12-23 kts. The foil was making its "fast" noises downwind.
He can go faster on his gear - needs more power, though, imho. At my paltry 62 kg, I'd be using a 5.4 or 4.7 for most of that wind range on freeride gear. That's going to make a much bigger difference than waffling about with stabs. Don't deshim too much trying to go faster; only if you are getting too much front foot pressure. And make sure you are using longish harness lines so you can get low and keep the power on.
Lastly, get a gps. An old Android phone in a pouch with the Windsport Tracker
www.windsporttracker.com is really good because it gives audible call outs. That way you know what fast is as opposed to just feeling out of control (which isn't necessarily fast).
