The steepest street in the world is in Dunedin (in NZ) and that is one town with lots of hills. A 30 degree angle is very very very steep. Baldwin Street is measured as having a 19 degree angle - or 35% - in ratio terms think of it as 1:2.86 - so for every 2.86 metres travelled horizontally, the elevation changes by 1 metre.
The streets either side are very steep as well. If you are looking for a greater than 30 degree on a street or a path you will be looking for a while.
