I am a firm believer in user pays tax's - like GST - its the fairest approach on most issues - most tradies will disagree with me on this one - but thats for another discussion. Its fair to question whether or not the tax will make its way to the people its most intended to - in Indo we know that there will be a bit "lost" on the way sadly

Happens in Oz as well lets not forget.
The issue here though is that the boat boys have been taking advantage of a lovely resource for a long period of time and not really paid for it - and few of them have actually given back and attempted to make any real difference to the communities who live where those resources are. So the Govt has stepped in to try and re-locate some of that money. This also might have a nice effect on crowds as well - as people will decide to go elsewhere as its getting too expensive - and elect to go elsewhere.
So if you are a boat owner I would suggest you stop moaning about what has been done and come up with a more palatable solution for all - you have had more than enough time to do something positive about it and most have chosen not to. I am not pointing the finger directly at you - but generalising. There are loads of different options employed across the world. Eg - Fishing licenses / quotas that can be traded. So think about the range of possibilities /solutions and present your case. Sitting in the corner sulking, hoping it will go away will get you no where
