certainly been photoshopped to bits - fairly calm water with probably about 70knots+ of wind on the lip

the non photoshopped would be better

The spray off the top suggests a slow shutter speed but the rest of the image suggests otherwise.
Probably some liberal use of the clone and blur/smudge tools in pshop
