It's with deep regret I say....that it is not very often i get to have a good surf, due to the lack of ****ing everything in Perth. It seems its eithier a lack of swell, too much wind... combination of both, its onshore....or its like D-Bah except concentrated on one peak!

That pretty much sums up Perth, Perths not known for its consistent surf and even the offshore reefs require swell tide and wind conditions to line up (as Zuke can attest to). Sounds like you know the better spots around town to check out. Now its just a matter of doing the time and getting to know them.
Just like fishing spots it takes a few years to build up that knowledge of which spots will work best on what moon phase.
Some of the mentioned breaks do turn it on and do at times have low crowds just got to wait for that blue moon...
Other than that enjoy the adventure of searching the coast, get into other water sports that compliment Perths conditions and be prepared to do a bit of driving.
